Uraian Kegiatan Jenjang Tenaga Sanitasi Lingkungan Ahli Utama
Uraian kegiatan jenjang tenaga sanitasi lingkungan ahli utama ini perlu diketahui oleh mereka yang memangku Jabatan Fungsional jenjang Tenaga Sanitasi Lingkungan Ahli Utama. Sebab, uraian ini penting diketahuinya sebagai pegangan dalam menjalankan fungsi pekerjaannya.

In SANITARIAN – Jabatan Fungsional Tenaga Sanitasi Lingkungan (TSL) ini termasuk dalam klasifikasi dan rumpun kesehatan. Dan Jabatan Fungsional TSL ini merupakan jabatan karier PNS.
Jabatan Fungsional Tenaga Sanitasi Lingkungan tersebut terdiri dari jabatan fungsional kategori ketrampilan dan keahlian. Inilah dua tingkatan golongan dari Jabatan Fungsional Tenaga Sanitasi Lingkungan.
Jenjang Jabatan Fungsional Tenaga Sanitasi Lingkungan kategori ketrampilan sendiri berdasarkan tingkatan dari jenjang terendah sampai dengan jenjang tertinggi, terdiri atas:
- Tenaga Sanitasi Lingkungan Terampil;
- Tenaga Sanitasi Lingkungan Mahir; dan
- Tenaga Sanitasi Lingkungan Penyelia.
Sementara itu, jenjang Jabatan Fungsional Tenaga Sanitasi Lingkungan kategori keahlian berdasarkan tingkatan dari jenjang terendah sampai dengan jenjang tertinggi, terdiri atas:
- Tenaga Sanitasi Lingkungan Ahli Pertama;
- Tenaga Sanitasi Lingkungan Ahli Muda;
- Tenaga Sanitasi Lingkungan Ahli Madya; dan
- Tenaga Sanitasi Lingkungan Ahli Utama.
Jenjang pangkat Jabatan Fungsional Tenaga Sanitasi Lingkungan tersebut, ditetapkan sesuai dengan ketentuan peraturan perundangan, yaitu: Peraturan MENPAN dan RB RI No. 71 Tahun 2021 tentang Jabatan Fungsional Tenaga Sanitasi Lingkungan. Tepatnya, tercantum dalam lampiran IV sampai dengan Lampiran VII yang merupakan bagian yang tidak terpisahkan dari peraturan menteri tersebut.
Uraian Kegiatan Jenjang Tenaga Sanitasi Lingkungan Ahli Utama
Tugas Jabatan Fungsional Tenaga Sanitasi Lingkungan yaitu melakukan pelayanan kesehatan lingkungan melalui:
- upaya penyehatan media lingkungan;
- pengamanan limbah, sampah, zat kimia berbahaya, pestisida, dan radiasi;
- pengendalian faktor risiko lingkungan vektor dan binatang pembawa penyakit;
- penyelenggaraan kesehatan lingkungan dalam keadaan tertentu; serta
- manajemen kesehatan lingkungan.
Sesuai amanat peraturan yang mengatur Jabatan Fungsional Tenaga Sanitasi Lingkungan, unsur kegiatan tugas Jabatan Fungsional Tenaga Sanitasi Lingkungan yang dapat dinilai angka kreditnya yaitu pelayanan kesehatan lingkungan, yang terdiri sesuai dari tugas Jabatan Fungsional Tenaga Sanitasi Lingkungan tersebut.
Adapun uraian kegiatan tugas Jabatan Fungsional Tenaga Sanitasi Lingkungan Ahli Utama, meliputi:
- melakukan diseminasi informasi hasil kajian strategis program kesehatan lingkungan;
- menyusun bahan pertimbangan aspek kesehatan lingkungan dalam penyusunan rencana pembangunan jangka panjang pembangunan bidang kesehatan;
- melakukan advokasi strategis dalam pengembangan pemberdayaan masyarakat pada program kesehatan lingkungan;
- menyusun rekomendasi rencana tindak lanjut pelaksanaan teknologi tepat guna dan rekayasa lingkungan berdasarkan analisis lingkungan strategis kesehatan lingkungan;
- mengembangkan rancang bangun model teknologi tepat guna (TTG) dan rekayasa lingkungan dalam rangka penyehatan, pengamanan, dan pengendalian media lingkungan;
- menyusun rencana strategis dan/atau rencana aksi program peningkatan kesehatan lingkungan dalam pembangunan kesehatan;
- menyusun rekomendasi pembinaan teknis dan evaluasi penyehatan media lingkungan;
- menyiapkan bahan harmonisasi dalam penetapan pengaturan pengamanan limbah, sampah, zat kimia berbahaya, pestisida, dan radiasi;
- melakukan advokasi kondisi lingkungan strategis aspek kesehatan lingkungan pada kondisi matra;
- menyiapkan bahan koordinasi, jejaring kerja, dan kemitraan pengaturan kesehatan lingkungan pada kondisi matra;
- menyiapkan bahan koordinasi, jejaring kerja dan kemitraan pengaturan kesehatan lingkungan pada perubahan iklim dan ancaman global;
- menyusun rekomendasi hasil harmonisasi rancangan final regulasi bidang kesehatan lingkungan;
- menyusun rekomendasi review dan penyusunan kebijakan teknis dalam pengaturan kesehatan lingkungan dalam pembangunan kesehatan;
- melakukan advokasi kondisi lingkungan strategis aspek kesehatan lingkungan pada kondisi dampak perubahan iklim dan ancaman global;
- menyusun rekomendasi model pendekatan, inovasi, dan alternatif solusi pengembangan kesehatan lingkungan;
- melakukan kajian strategis pemetaan potensi risiko kesehatan lingkungan pada skala nasional, regional, dan global;
- menyusun rekomendasi rencana tindak lanjut kajian strategis potensi risiko kesehatan lingkungan dalam pembangunan kesehatan; dan
- melakukan kajian manajemen kesehatan lingkungan dalam organisasi dan tata kerja Instansi Pembina/ Instansi Pengguna.
